Adds a configurable Room Toolbox Layout, available as an opt-in Feature Preview (My Account → Feature Preview → Room → Room Toolbox Layout). While the feature preview is off, the room header toolbox keeps its current behavior and the setting has no effect.
Admins can define the layout through the new workspace setting Room Toolbox Layout (Room_Toolbox_Layout) under Admin → Settings → Layout → Room Header, which is itself only shown when Feature Preview is enabled for the workspace. The setting value is validated against a JSON schema when saved, so a malformed configuration is rejected with an error instead of being silently ignored
