Fix menu related commands can panic if called with invalid menu types through `invoke` directly.

- The internal `do_menu_item!` macro now returns `Err(crate::Error::UnexpectedMenuKind)` instead of `unreachable!()`
- Added a new error type `tauri::Error::UnexpectedMenuKind`
